Project 3Port chosen as good practice in Public Administration
The Portuguese RCC – Rede Comum do Conhecimento (Common Network of Knowledge), which is part of the AMA - Agência para a Modernização Administrativa (Agency for Administrative Modernisation), has chosen project 3Port (Ports and Environmental Management Information System) as a good practice in public administration. The RCC considers that the project is extremely relevant, as it enables a “more efficient, transparent and collaborative Public Administration.”
The 3Port facilitates the interoperability of ports, providing easy access to integrated and consolidated information, in a georeferenced context, and interconnecting strategic areas.
The tool is based on eight modules, seven of which are used by the port – hydrography (dredging and navigable areas), port traffic, domain (licenses and concessions), studies and construction work, prevention and security, environment, and registration and assets –, and one is used by the public. Most of these modules have been introduced for the first time in the process management of the Ports of Leixões and Viana do Castelo.
This triangle of innovation and technology transfer composed of INESC TEC (producer of the innovation), TRIEDE TTI (producer of the solution) and APDL (user of the solution and the one identifying the requirements) makes these national ports some of the most innovative worldwide in terms of R&D.
This project, which was concluded in June 2015, featured the following members of INESC TEC’s Centre for Information Systems and Computer Graphics (CSIG): António Gaspar, Lino Oliveira, Rui Barros and Marco Amaro Oliveira.
